Circumstances:
After a maintenance program on left engine, the crew performed a test flight in the vicinity of McAllen-Miller airport, Texas. During flight, the crew shut down the left engine and restarted it few seconds later. After this procedure, the left engine was not running properly and the crew decided to shut it down again and to return to McAllen airport. While approaching runway 13, flaps were not extended properly and on landing, the aircraft veered on its right, exited the runway, collided with a perimeter fence and eventually came to rest in a ditch. All three occupants were uninjured while the aircraft was damaged beyond repair. It appears that the probable cause of the accident is that the crew did not activate the hydraulic pump which resulted in the pilot's inability to maintain directional control on landing.
